 THE ASSOCIATIONS PROFILE FROM 1995 – 2004

1.0      Preamble

The Tanzania Industrial Relations Association (TIRA) is a non- government Organization (NGO) which was established in 1994. It was the second Industrial Relations Association to be established in Africa after the Nigeria Industrial Relations Association (NIRA). To date there are four such Associations in Africa. These  countries are Nigeria, Tanzania, Zimbabwe and South Africa. 

TIRA holds a certificate of Registration No. SO 7901 which was issued on the  15^th January 1994 by the Registrar of societies. It was Affiliated to the International Industrial Relations Association (IIRA) based in Geneva in October, 1994. Among other objectives of the Association is to promote the study and practice of Industrial Relations in Tanzania.

2.0      Training

TIRA’S main objectives are three fold – Information dissemination, Research and Training in the pursuit of the training activities TIRA have been conducting seminars and workshop in Iringa & Ruvuma in 1995. In 1996 we conducted one workshop in Morogoro while in 1997 we conducted in preparation to the 2^nd IIRA Africa Regional Congress which was held in Harare Zimbabwe latter that year. In 1998 we conducted two workshops one in Arusha and other in Zanzibar where the subject of labour laws and privatization were the main topics in these workshops. Also the subject of the new Trade  Union Act of 1998 were on discussion.

In fact from 1997 to date TIRA has established six  centres in the country where seminars and workshop are conducted each year. These centres are Arusha in month of March and Mwanza in the month of May or June while in Zanzibar we conduct our seminars or workshops in September/ October each year, others are Morogoro, Tanga and Moshi, Kilimanjaro Region. We have also conducted. In- house workshops/ seminars in public and private institutions. In 1999 the Tanzania Railways Corporation invited us for a one week workshop of its TRAWU union field Branch which was also attended by a number of their district officers. This workshop was conducted in Morogoro

In September 2000 we had one In – house seminar of the then Ashanti now Geita gold mines in 2001 October we had one seminar for Air Tanzania Union field Branch. In December 2002 we had a two weeks seminar in Morogoro involving District and field Administrative officers of the Tanzania Railways Corporation in preparation to their privatization exercise.

In these workshops/seminars various labour related topics were covered in our training programme; such as Liberalization and Industrial Relation. The impact of Industrial Relations in the eve of Liberalization, Labour Laws, Industrial Relations, Sexual discrimination at work places and occupational Healthy and safety. We have also been able to train participants in the religious Institutions in the southern and southern highlands Regions.

Taking into account the present changes in Industrial Relation System in 2003 TIRA conducted a workshop/seminar in Zanzibarwhere the Employment and Labour Relations & Labour Institutions Act were our main topic.

TIRA conducted another workshop in Arusha at the GoldenRose Hotelwhere 32 participants attend this workshop in which the new labour laws we discussed. In July 2004 we had another workshop/seminar at the Tanesco Centre Morogoro where 20 participants benefited from our training in the New Labour Laws.

3.0 INTERNATIONAL RELATIONS AND COOPERATION

In 1997 TIRA participated in the 2^nd IIRA African Regional Congress

One of TIRA objectives is to cooperate with similar international and other interested organs for wider experiences in the field of Industrial Relations. In pursuit of this objective TIRA have been participating in a number of Regional and International forums as under:-

In 1995 TIRA participated in the 10^th IIRA world Congress which was held in Washington DCUSA from 30^th May to 6^th June the same year and the chairperson of TIRA represented the association through the International Industrial Relations Association sponsorship. Important issues of interest of the African Region were discussed and deliberated in this world congress.ess which was held in Harare Zimbabwe and Tanzania was represented by five Participants namely Godwin E. Ndonde TIRA Chairperson, Christopher D. Mlosy Deputy chairperson, two participants from Parastatal provident Fund and other participants from NASSACO.

In the congress TIRA got an opportunity to present two papers one on Industrial Relations in Tanzania and the second one was on social – Economic effects of structural adjustment. Besides the paper presentation TIRA was also given the responsibility of chairing some of the congress sessions.

As I have said there supra, before the congress in Harare TIRA conducted two preparatory workshops with the aim of sensitizing the members on the forth coming congress. These preparatory workshops were held at Morogoro from 24^th to 27^th September 1996. This workshop was particularly sponsored by the ILO Area office in Dar es Salaam. Theme of the workshop was Democratization, Globalization and Transformation of Industrial Relations in Tanzania and Africa. The second preparatory workshop under the same theme was held at the Arusha International Conference Centre (AICC) from 4^th to 7^th February 1997.

In 2000 the International Industrial Relations Association (IIRA) held its 12^th IIRA World Congress which was held in Japan TIRA was represent in this congress by one delegate from the NBC (Holding Company) in the name of Albert Semng’indo a Human Resource Manager.

Another significant event that TIRA members participated were the 3^rd IIRA Africa Regional Congress which was held in Cape town in March 2002. In this Regional Congress TIRA was represented by seven (7) participants from various organization in the country. Arusha International Conference Centre, Tanzania Electrical Supply Co (TANESCO) 2 participants. Ilala Municipal Council and Parastatal Provident Fund one participant.

TIRA/ILO COOPERATION.

In the same sprit of cooperation with similar international and other interested bodies for wider experience in Industrial Relation’s TIRA over the years have maintained a close link with the International labour Organization (ILO) Area Office Dar es Salaam. In this regard ILO has been able to extend a helping hand to TIRA as token of appreciation and good will to what we are doing. The financial and material support has been a moral booster and a big encouragement to our Organization

FUNCTIONS OF TIRA

The objectives of the association are sough to be achieved by such means as follow;

1. Facilitating the spread of information about significant developments in research, education and practice in the filed of industrial

2. Organizing conferences seminars and workshops

3. Promoting National and sectoral planned research along or with other bodies

5. To do such other things which are incidental to the aims and objectives of the association

ORGANIZATION.

The supreme governing organ of TIRA is the Executive council which is composed with the Chairman, deputy chairman, secretary/ treasurer, the Assistant secretary, the publicity secretary and six other members. The Executive council is elected during the biennial congress of the Association. The Executive Council is responsible of all the affairs of TIRA, including scientific conferences, seminars, workshops and general meetings.

MEETINGS.

The Association shall hold two major meetings:

The Executive Council meeting which is to be held once every three months. Four members of the Council shall form quorum provided the Chairman/ his deputy/secretary/ deputy are present

The congress meeting to be held biannually. The quorum shall not be less than half of all members of the congress.

The extraordinary meeting may be conducted at anytime if needs be but shall not be convened in less than a month after ordinary meeting.

MEMBERS

The Association is open to all and membership fall under the following categories:

1. Individual who are actively engaged in research (including students) teachers or practitioners of Indusrtial Relation in Tanzania, there are (Ordinary Membership)

2. Persons or Organization which are actively engaged in research teaching employment of work or practice of Industrial Relations in Tanzania may be admitted as Affiliate( Affiliate Membership)

3. Person involve Industrial Relations activity outside Tanzania and corporate agencies involve in promoting TIRA interest ( Associate Membership)

4. Person at the discretion of the Executive council as recognition of the individual's contribution and service in the field of Industrial Relation (Hounorary Membership)

5. Founder members and ordinary members who have opted to become life members by paying in lump sum of money equivalent to 10 years subscription (Life Membership)

OBJECTIVES.

(i) To promote the study and practice of industrial relation in Tanzania

(ii) To contribute to the development of the country through expertise advice in various industrial relationship Issues.

(iii) To cooperate with similar International and other interested bodies for wider experience in Industrial Relations.

(iv) To provide a forum for exchange of scientific and professional information on the problems affecting industrial relations
