<span style="font-family: "Tahoma","sans-serif"; font-size: 14pt;">The <st1:place w:st="on"><st1:country-region w:st="on">Tanzania</st1:country-region></st1:place>
Industrial Relations Association (TIRA) is a non- government Organization (NGO)
which was established in 1994. It was the second Industrial Relations
Association to be established in <st1:place w:st="on">Africa</st1:place> after
the Nigeria Industrial Relations Association (NIRA). To date there are four
such Associations in <st1:place w:st="on">Africa</st1:place>. These <span style="mso-spacerun: yes;"> </span>countries are <st1:country-region w:st="on">Nigeria</st1:country-region>,
<st1:country-region w:st="on">Tanzania</st1:country-region>, <st1:country-region w:st="on">Zimbabwe</st1:country-region> and <st1:place w:st="on"><st1:country-region w:st="on">South Africa</st1:country-region></st1:place>.<span style="mso-spacerun: yes;"> </span><o:p></o:p></span></div>

of Registration No. SO 7901 which was issued on the <span style="mso-spacerun: yes;"> </span>15<sup>th</sup> January 1994 by the Registrar
of societies. It was Affiliated to the International Industrial Relations
Association (IIRA) based in <st1:place w:st="on"><st1:city w:st="on">Geneva</st1:city></st1:place>
in October, 1994. Among other objectives of the Association is to promote the
study and practice of Industrial Relations in <st1:place w:st="on"><st1:country-region w:st="on">Tanzania</st1:country-region></st1:place>.<o:p></o:p></span></div>

<span style="font-family: "Tahoma","sans-serif"; font-size: 14pt;">TIRA’S main
objectives are three fold – Information dissemination, Research and Training in
the pursuit of the training activities TIRA have been conducting seminars and
workshop in Iringa & Ruvuma in 1995. In 1996 we conducted one workshop in
Morogoro while in 1997 we conducted in preparation to the 2<sup>nd</sup> IIRA
Africa Regional Congress which was held in <st1:city w:st="on">Harare</st1:city>
<st1:country-region w:st="on"><st1:place w:st="on">Zimbabwe</st1:place></st1:country-region>
latter that year. In 1998 we conducted two workshops one in Arusha and other in
<st1:city w:st="on"><st1:place w:st="on">Zanzibar</st1:place></st1:city> where
the subject of labour laws and privatization were the main topics in these
workshops. Also the subject of the new Trade<span style="mso-spacerun: yes;">
</span>Union Act of 1998 were on discussion. <o:p></o:p></span></div>

<span style="font-family: "Tahoma","sans-serif"; font-size: 14pt;">In fact from 1997 to
date TIRA has established six <span style="mso-spacerun: yes;"> </span>centres in
the country where seminars and workshop are conducted each year. These centres
are Arusha in month of March and Mwanza in the month of May or June while in <st1:place w:st="on"><st1:city w:st="on">Zanzibar</st1:city></st1:place> we conduct our
seminars or workshops in September/ October each year, others are Morogoro,
Tanga and Moshi, Kilimanjaro Region. We have also conducted. In- house
workshops/ seminars in public and private institutions. In 1999 the Tanzania
Railways Corporation invited us for a one week workshop of its TRAWU union
field Branch which was also attended by a number of their district officers.

<span style="font-family: "Tahoma","sans-serif"; font-size: 14pt;"><o:p><span style="font-family: "Tahoma","sans-serif"; font-size: 14pt;">In September 2000 we had one In – house seminar of the then <st1:country-region w:st="on"><st1:place w:st="on">Ashanti</st1:place></st1:country-region> now Geita gold mines in 2001 October we had one seminar for Air Tanzania Union field Branch. In December 2002 we had a two weeks seminar in Morogoro involving District and field Administrative officers of the Tanzania Railways Corporation in preparation to their privatization exercise.<o:p></o:p></span></o:p></span><br />
<span style="font-family: "Tahoma","sans-serif"; font-size: 14pt;"><br /><span style="font-family: "Tahoma","sans-serif"; font-size: 14pt;">In these workshops/seminars various labour related topics were covered in our training programme; such as Liberalization and Industrial Relation. The impact of Industrial Relations in the eve of Liberalization, Labour Laws, Industrial Relations, Sexual discrimination at work places and occupational Healthy and safety. We have also been able to train participants in the religious Institutions in the southern<span style="mso-spacerun: yes;"> </span>and southern highlands Regions.</span><br />

<span style="font-family: "Tahoma","sans-serif"; font-size: 14pt;">Taking into account the present changes in Industrial Relation System in 2003 TIRA conducted a workshop/seminar in <st1:city w:st="on"><st1:place w:st="on">Zanzibar</st1:place></st1:city>where the Employment and Labour Relations & Labour Institutions Act were our main topic. <o:p></o:p></span><br />
<br /><span style="font-family: "Tahoma","sans-serif"; font-size: 14pt;">TIRA conducted another workshop in Arusha at the <st1:place w:st="on"><st1:placename w:st="on">Golden</st1:placename><st1:placename w:st="on">Rose</st1:placename> <st1:placename w:st="on">Hotel</st1:placename></st1:place>where 32 participants attend this workshop in which the new labour laws we discussed. Important issues of interest of the African Region were discussed and deliberated in this world congress.ess which was held in Harare Zimbabwe and Tanzania was represented by five Participants namely Godwin E. Ndonde TIRA Chairperson, Christopher D. Mlosy Deputy chairperson, two participants from Parastatal provident Fund and other participants from NASSACO.</span></div>

Besides the paper presentation TIRA was also given the responsibility of chairing some of the congress sessions.</span></div>

<span style="font-size: large;">As I have said there supra, before the congress in Harare TIRA conducted two preparatory workshops with the aim of sensitizing the members on the forth coming congress. These preparatory workshops were held at Morogoro from 24<sup mce_serialized="16rtb5jg8">th</sup> to 27<sup mce_serialized="16rtb5jg8">th</sup> September 1996. This workshop was particularly sponsored by the ILO Area office in <st1:city mce_serialized="16rtb5jg8" w:st="on"><st1:place mce_serialized="16rtb5jg8" w:st="on">Dar es Salaam</st1:place></st1:city>. Theme of the workshop was Democratization, Globalization and Transformation of Industrial Relations in <st1:country-region mce_serialized="16rtb5jg8" w:st="on">Tanzania</st1:country-region> and <st1:place mce_serialized="16rtb5jg8" w:st="on">Africa</st1:place>. The second preparatory workshop under the same theme was held at the Arusha International Conference Centre (AICC) from 4<sup mce_serialized="16rtb5jg8">th</sup> to 7<sup mce_serialized="16rtb5jg8">th</sup> February 1997.</span></div>

<span style="font-size: large;">In 2000 the International Industrial Relations Association (IIRA) held its 12<sup mce_serialized="16rtb5jg8">th</sup> IIRA World Congress which was held in Japan TIRA was represent in this congress by one delegate from the NBC (Holding Company) in the name of Albert Semng’indo a Human Resource Manager.</span></div>

<span style="font-size: large;">Another significant event that TIRA members participated were the 3<sup mce_serialized="16rtb5jg8">rd</sup> IIRA Africa Regional Congress which was held in <st1:place mce_serialized="16rtb5jg8" w:st="on"><st1:city mce_serialized="16rtb5jg8" w:st="on">Cape town</st1:city></st1:place> in March 2002. In this Regional Congress TIRA was represented by seven (7) participants from various organization in the country. Arusha International Conference Centre, Tanzania Electrical Supply Co (TANESCO) 2 participants. Ilala Municipal Council and Parastatal Provident Fund one participant.</span></div>

The supreme governing organ of TIRA is the Executive council which is composed with the Chairman, deputy chairman, secretary/ treasurer, the Assistant secretary, the publicity secretary and six other members. The Executive council is elected during the biennial congress of the Association. The Executive Council is responsible of all the affairs of TIRA, including scientific conferences, seminars, workshops and general meetings.</div>

<b mce_serialized="16rta5a48"> MEETINGS.</b> </div>

The Executive Council meeting which is to be held once every three months. Four members of the Council shall form quorum provided the Chairman/ his deputy/secretary/ deputy are present</div>

The congress meeting to be held biannually. The quorum shall not be less than half of all members of the congress.</div>

Its existence was necessitated by the modern production system which continues to pose problems arising from its dynamic nature due to the changing technical, social, political, economical aspects. <br />

The nature , size, and extend of the various industrial relation practitioners such as government, employers and their associations the workers and their organizations, academicians and their interested parties are constantly changing. This call for the constant coming together of intellectuals: the conduct of research in special industrial problematic and wider cooperation with international relevant institutions to seek solutions to the problems posed. <br />

Based on this background the TIRA was formed. This is non governmental and non profit making organization for promoting the study and practice of industrial relation in <st1:country-region w:st="on"><st1:place w:st="on">Tanzania</st1:place></st1:country-region>.
